ONS operates a flexible hybrid working model across the UK, with colleagues linked to one of our contractual locations in Newport, Titchfield (Fareham), Darlington and working between office and remote throughout the week.
As part of the hybrid working arrangement there is a 40% minimum office attendance requirement. Attendance is typically at your contractual office, with occasional travel to alternative locations. Due to estates constraints, there are currently temporary exceptions to this for colleagues based at Darlington who are required to attend the office for a minimum of 20% of their work time

The Office for National Statistics (ONS) is the UK’s largest producer of official statistics, covering a range of key economic, social and demographic topics. These include measuring changes in the value of the UK economy, estimating the size, geographic distribution and characteristics of the population, and providing indicators of price inflation, employment, earnings, crime and migration.
The Benefits Manager role sits within the Investment Team, itself within the wider Portfolio Management Team in Finance, Planning and Performance. Business areas are invited to engage with the Investment Team at an early stage for support, including training for raising awareness, guidance for those wanting/needing working-level knowledge, and peer review with practitioners preparing business cases and benefits offerings in line with governance procedures.
The function provides tiered support with benefits and business case development across ONS in providing templates and training, advice and guidance, including support to plan business case development, and critical friend reviews during the development and approval process. The function also provides support throughout the lifecycle of the project/programme and supporting benefits management through to realisation.
Job Description
The role of Benefits Manager is proactively to identify, quantify, and track the realisation of benefits used to justify investment in the project/programme. The Benefits Manager ensures a ‘fit for purpose’ approach to benefits measurement and realisation is used to provide assurance that the benefits identified can be achieved.
The Benefits Manager will operate at Portfolio Level across the organisation delivering projects/programmes/portfolio to help realise our organisational strategy.
Responsibilities
- Lead on benefits management activity and work with the project/programme to support delivery of the business case benefits and outcomes. Champion the use of best practice and provide expert advice for team members and project/programme community.
- Support the project/programme manager in preparing, identifying, articulating and updating the benefits elements of the business case working with specialists as required.
- Define and shape the benefits management strategy, taking into account the wider organisation methodology.
- Support the project/programme in establishing and maintaining the benefits realisation plan and benefits management approach document.
- Establish the mechanism for the tracking and reporting of benefits through the project/programme lifecycle and into realisation.
- Facilitate benefits mapping workshops and ensure alignment to the project/programme theory of change and departmental priority outcomes.
- Apply experience to provide challenge and ensure assumptions are robust. Work with a diverse range of stakeholders to validate and test dependencies.
- Work with Stakeholders to ensure benefits are identified, understood, owned and maximised. Brief key stakeholders ahead of benefits reviews.
